Yes, and they're also saying there's a significant difference between progressive video and interlaced video, and that the difference between progressive video is much more significant than the difference between 720 and 1080.

A video shot in 1080i is going to have those problems even if it's shown on a 1080p TV. The TV doesn't automatically make the video better, because the video is recorded with missing information, and thus, you get artifacts while watching it.
That's why this article is primarily about recording video (even though the title says "watch and record.")
