Safety
There is no traffic law at all in Iraq. They use the rough guideline of US traffic law, but abandon it when it doesn't work for each individual. If traffic is slow, they start another lane.
We see trucks like these every day on the road. They pile stuff as high as the can. These guys are carrying some kind of plastic water containers in these trucks. It's not uncommon to see trucks piled higher than this, with four or five Iraqis sitting on top of the pile, thirty or forty feet in the air.
Sometimes, the people on top are children less than ten years old. When your country has been at war since time began, little things like traffic saftey don't seem as important.
